تَنْزِيلٌ مِنَ الرَّحْمَٰنِ الرَّحِيمِ
A revelation from the Impartial, the Merciful.
This means that the Lord’s Book is a revelation from the Impartial Allah, who has given mankind the freedom to select either the Guidance to Paradise or the strayed ways to Hell and who shows Mercy to those who have selected the Guidance to Paradise. See explanation 1: 2; 25: 60; 32: 2.
